Why washing is a prep step, not an optional extra
Paint needs a clean, sound surface to bond to. Dust, pollen, spider webs, chalked paint, mildew residue, and oily film all interfere with that bond. The result may look acceptable on the day it is finished and then fail months later in ways that are hard to correct without starting over.

Windows, doors, and garage openings get special attention because failed seals are common on older homes. If a seal or flashing detail is already compromised, water intrusion is a real risk, and that detail should be addressed before the washing pass or skipped entirely.
Drying time, weather, and sequencing with repairs
After washing comes drying, and drying takes longer than most homeowners expect in a coastal climate. Siding and trim need to be genuinely dry, not just dry to the touch. Moisture trapped in wood or behind siding will work its way out through a fresh paint film and cause blistering, peeling, and adhesion failure. Humidity, overnight dew, and shade all extend drying time.
Sequencing matters just as much. Loose and peeling paint should be scraped and sanded after washing and before priming, because washing alone will not remove a failing film. Failed caulk around windows, doors, and trim joints should be cut out and replaced once the surface is dry, since caulk applied to a damp joint will not seal. Then comes spot priming of bare and repaired areas, followed by finish coats. Weather windows should be watched at every step, not only on paint day.
What happens when paint goes over dirt and mildew
Painting over contamination is a shortcut with a predictable cost. Mildew that is sealed under a coat of paint keeps growing in the dark, and it often bleeds back through as dark staining within a season. Chalk and dust stop the coating from bonding, so the film can lift, peel in sheets, or fail along edges where water gets behind it. There is also a value question. A finish that fails early has to be corrected, and correction usually costs more than the original prep would have. Washing is not always appropriate. Severely rotted wood, delaminating plywood, crumbling mortar, loose brick, failing stucco, and paint that is already coming off in large sections all need repair before any washing happens. Blasting a deteriorated surface can turn a small repair into a bigger one. On very old or fragile materials, hand washing with a soft brush may be the safer choice.
Lead paint is another consideration. Homes built before 1978 may have lead-based paint, and dry scraping or aggressive washing can create hazardous dust and debris. That condition should be identified and handled properly before work begins. When a surface is too far gone for cleaning and painting alone, the honest answer is to repair or replace it rather than coat it.
